The weakness is caused due to Apache not properly stopping certain modules when a client disconnects. This can be exploited to e.g. cause a high CPU load by requesting large files which are compressed by mod_deflate and then disconnecting. Successful exploitation requires that e.g. mod_deflate or a similar module is enabled.
