The problem is that the STEngine service attempts to locate and execute a command shell located in a certain directory with insecure permissions when generating a diagnostic report. This can be exploited to e.g. execute a command shell with SYSTEM privileges by placing "cmd.exe" in the affected directory. The vulnerability is reported in version 3.5. Other versions may also be affected.
