The vulnerability is caused due SOAP requests with a SOAP Action string in the header being insufficiently validated with body's data and can be exploited to perform an otherwise restricted action. Successful exploitation requires the target action to accept same parameter types as the header action and pass WS-Policy validation. The vulnerability is reported in all versions.
