The vulnerability is caused due to an error in the Nova scheduler node when handling requests with "scheduler_hints" parameter and can be exploited to cause the nodes to hang via multiple specially crafted requests. Successful exploitation requires the "DifferentHostFilter" or "SameHostFilter" options to be enabled (disabled by default). SOLUTION: Fixed in the GIT repository.
